The names for colors develop in similar, but different ways.
Usually light and dark first, then red, etc.
Blue and green are considered the same color in quite a few cultures. Including Japan. Also the defining line between what is one color vs what’s another can be very cultural.
For example – red and pink is different in English, but not light blue and deep blue (like in Italian) .
We differentiate shiny grey (silver) and shiny yellow (gold) and some languages/cultures even differentiated shiny white, shiny black, etc.
So blue = green is very common.

If it’s a Japanese Manga, AFAIK, they don’t differentiate between blue and green, just call them different shades of blue.
Idk about Korea, but that was why there were blue lights at Japanese traffic lights.
Or am I confused? That happens often.
