   Before the sun sets the moon cannot rise… hum well if the Sun is the Emperor but normally moon means Empress. So does that mean if the Emperor dies a new Empress cannot be selected? So the Emperor must marry in order to have an Empress, and can go down together?

   I think the moon is the archduke yohan her fiance because that’s how she greeted him when they first met and the sun is the emperor noel. So the phrase means noel has to die or resign from his position or the nobles support yohan or more and the yohan can rise to take the place of emperor
