So basically Phillip knows that Seriphina likes him and also nows that he needs power in order to become emperor to “win over” Liontel. He thinks she likes the other guy bc of his power, so he uses Ser’s power to create a disease that will wipe out the imperial family, and once they’re all dead he gets to swoop in and play the hero by “curing” all of the infected. Now that he holds the power he can force Liontel to be his empress.
